1. Search the bookcases to find "The Shield of Arrav" book. Read it.

 

2. I reccommend you join the Phoenix gang, it is the easiest. Talk to the Fur Trader, pay him 20 coins to tell you where the Phoenix hideout is. Find it, go down the ladder, talk to Straven. Go back up, into the bar, kill Johnny the Beard, grab the scroll thingy, and back to Straven. You will get a key, go to the back, search the chest and you will have your shield half. Now, find a person in the black arm gang, get the to get their shield half, then use them together, and walla! Talk to the Museum Curator, then to the king for your reward.
